Interviewees professed themselves frustrated by this technical and regulatory diversity. There was also a strong sense that they were reacting to developments, rather than themselves playing a significant part in shaping future agendas, either environmental or commercial. Few of the companies in our study could contemplate direct involvement in the national or international regulatory process in the way that major corporations claim environmental partnerships with governments. However, even suggestions of their collective representation through trade associations drew a mixed response.
Win-win arguments proclaim the coincidence of economic and environmental priorities. The reality is more complicated, and it is often this, rather than a deficiency of information about the nature of the environmental challenge, which curbs managers’ willingness and ability to create the perfect ‘green’ business. Szerszynski (1996) has written of the difficulty of ‘knowing what to do’ as an environmental dilemma characterising modernity.
