Edmundo de Alba, the lead negotiator for Mexico, was elected as cochair, along with a delegate from Japan, of the negotiating group addressing the issue of binding GHG reduction commitments in the draft climate change convention. 2 In negotiating the 1992 UN Framework Convention on Climate Change (UNFCCC), Mexico sided with countries like the United States, Japan, Canada, Australia, and New Zealand who were opposed to binding national GHG reduction targets (Mintzer and Leonard 1994).

The final chapter, North American Climate Governance: Policymaking and Institutions in the Multilevel Greenhouse, returns to the four broad questions outlined at the beginning of this introduction.
